Qonunchilikda

Qonunchilikda is a term used in Uzbek legal language to denote matters related to legislation, i.e., the making, reforming, and application of legal norms. The word combines qonun (law) with a suffix that marks a field or domain, and da indicating location. In practice, Qonunchilikda refers to the whole system and process by which normative acts are created and organized within the state’s legal framework.

In its scope, Qonunchilikda covers normative legal acts and their sources, the hierarchy of legal norms, and the rules governing their drafting, adoption, publication, and entry into force. It includes constitutional provisions, codes, laws, decrees, and regulations, as well as the procedures that ensure consistency, legality, and human rights protection within the lawmaking process. The concept also implies adherence to the constitutional order and the principle of the rule of law.

The legislative process, as understood in Qonunchilikda, typically involves proposals from state bodies such as the executive or legislative branches, expert examination and committee review, public discussion or commentary, voting and adoption by the legislature, and final promulgation and publication. Acts are expected to conform to higher norms, particularly the constitution, and to enter into force only after formal notification.
