Policyadjacent describes actors and practices that sit near the policy process, shaping debate or implementation without formal authority over laws or regulations. The term captures the influence exerted by researchers, think tanks, advocacy groups, industry associations, consultants, media commentators, and others whose work informs, frames, or pilots policy ideas.

In practice, policyadjacent work can include producing policy briefs and data analyses, testing pilots or prototypes for programs, disseminating narratives through journalism or social media, or drafting guidelines that officials might reference when crafting formal policy.

Relation to policy process: They influence agenda-setting, evidence standards, legitimacy, and operational details. They may partner with government agencies on evaluations, provide technical expertise, or shape public opinion, all without official policy titles.

Distinctions and concerns: Policyadjacent actors are not policy instruments per se, and their influence depends on credibility and transparency. Conflicts of interest, bias, funding sources, and selective reporting can affect legitimacy. Because the term is informal, its boundaries vary across contexts.

The term is used in political science discussions of policy networks and advocacy to describe proximity-based influence.
