PLMN is an acronym that stands for Public Land Mobile Network. It refers to the combination of all radio access networks, the core network, and the subscriber databases used by mobile network operators to provide services to their subscribers. In essence, it is the infrastructure that enables mobile phones and other mobile devices to connect to a cellular network and communicate with each other and the wider internet.

Each mobile network operator, such as Verizon, AT&T, or T-Mobile in the United States, operates its own distinct PLMN. This PLMN is uniquely identified by a Mobile Network Code (MNC) and a Mobile Country Code (MCC). The MCC identifies the country where the network is located, and the MNC identifies the specific operator within that country. Together, the MCC and MNC form the Public Land Mobile Network Identifier (PLMN ID), which is a globally unique identifier for a mobile network.

When a mobile device powers on, it scans for available PLMNs. It then selects a PLMN based on various factors, including user preferences (e.g., home network vs. roaming network) and network availability. The device registers with the selected PLMN to gain access to services like voice calls, SMS messaging, and data transmission. The PLMN is responsible for managing these services, including authentication, authorization, and routing of traffic. Understanding PLMNs is fundamental to comprehending how mobile communication networks function.
