Orsózállítási

Országos közszolgálati záróvizsgálat, commonly referred to as "orsózállítási," is a comprehensive evaluation process conducted in Hungary to assess the performance of public service providers. Introduced in 2012, the orsózállítási aims to ensure transparency, accountability, and efficiency in public administration. The evaluation covers various aspects of public service delivery, including the quality of services, responsiveness to citizens' needs, and the use of public funds.

The process involves multiple stages, beginning with the preparation of a self-assessment report by the public service provider. This report is followed by an on-site inspection by an independent evaluation team, which includes representatives from the public service provider, the local government, and external experts. The evaluation team assesses the provider's performance based on predefined criteria, which are published annually by the National Audit Office.

The results of the orsózállítási are published in a report, which is made available to the public. The report includes recommendations for improvement and, in some cases, sanctions for providers that fail to meet the required standards. The process is designed to be non-punitive, with the primary goal of promoting continuous improvement in public service delivery.

The orsózállítási has been praised for its contribution to enhancing the quality of public services in Hungary. However, it has also faced criticism for being too focused on quantitative indicators and not sufficiently addressing qualitative aspects of service delivery. Despite these criticisms, the process remains a key tool in the ongoing efforts to strengthen public administration in Hungary.
