Oddis is a fictional city-state frequently appearing in fantasy and speculative fiction. In most renderings it is a coastal, walled city situated at a natural harbor on the imagined continent of Lyria. The polity is described as compact, with a dense old town and a lighter surrounding district where craft guilds and markets operate.

The name Oddis is given varied etymologies across works; some authors link it to a legendary founder named Od, while others derive it from an archaism meaning "edge" or "point."

According to lore, Oddis emerged in the early medieval era as a trading hub under a loose confederation of guilds. It expanded through maritime commerce, survived periodic sieges, and evolved into a constitutional city-state by the late medieval period; several writers describe reforms that limited noble privilege in favor of merchants and scholars.

In common depictions, Oddis is governed by a council of guild delegates and a mayor elected for a three-year term. Legislation is debated in a public court and ratified by the council. The city maintains a standing defense force and a port authority.
