Normlevenscyclus, literally "norm life cycle," is a concept in the social sciences used to describe how social norms orient behavior over time. The term is chiefly found in Dutch-speaking scholarship and refers to the life stages a norm may undergo within a community, organization, or policy arena. Rather than a fixed theory, it functions as a heuristic for analyzing normative change.

Typical sequence: emergence of a norm through deliberation or pressure, diffusion across groups, internalization into shared expectations, enforcement through formal or informal sanctions, stabilization as a standard, and eventual transformation or decline when conditions change or competing norms arise.

Drivers and mechanisms: Cultural values, institutional incentives, governance arrangements, communication networks, and perceived legitimacy contribute to a norm’s adoption and persistence. Mechanisms include socialization, peer pressure, rulemaking, auditing, and accountability, all of which can reinforce or modify normative expectations over time.
