The German Basic Law (Grundgesetz) provides the framework for these limitations. Article 19(1) of the Basic Law states that a fundamental right may only be restricted by a general law, not by individual administrative action. Furthermore, Article 19(2) mandates that in no case may a fundamental right be infringed upon in its essential content.
