Mooliosuudet

Mooliosuudet is a Finnish term used to describe the share or proportion of a defined resource pool that is allocated to individual items, projects, or participants. The concept is commonly used in budgeting, cost allocation, and governance to express how much of a common pool each category receives relative to the total.

Calculation and properties: If a pool P is designated for items i = 1 to n with allocations a_i, then the mooliosuudet s_i are calculated as s_i = a_i / P. They are non-negative and typically sum to one (or 100% when expressed as a percentage). Rounding may introduce small deviations.

Example: A municipal cultural fund with a total pool of 2,000,000 euros allocates 800,000 to museums, 600,000 to libraries, and 600,000 to theatres. The mooliosuudet are 0.40 (40%), 0.30 (30%), and 0.30 (30%).

Applications and considerations: Mooliosuudet support transparency and comparability in reporting, planning, and stakeholder communication. They can be time-weighted, represent year-by-year allocations, or reflect multi-year commitments. Limitations include sensitivity to how the pool is defined, potential rounding errors, and the fact that proportional shares do not capture need, impact, or priority.
