The idea behind these tests was to create a highly advanced nuclear device that would have the capability to detonate on the lunar surface.

The concept of Lyijyillähankkeisiin, which translates to "mercury projects" in Finnish, was first introduced in the 1960s by Joseph V. Charyk, the administrator of the US Atomic Energy Commission. Charyk proposed that the US build a nuclear reactor on the moon, which would produce and store helium-3, a rare isotope that could be used as fuel for nuclear fusion reactors on Earth.
