Koostööfilter

Koostööfilter is a concept developed within the framework of Estonian labor law, particularly in relation to the country's system of working hours and leave. The term roughly translates to "cooperation filter" in English.

Under Koostööfilter, employers and employees engage in collective negotiations to establish rules governing working hours and leave. This process often takes the form of chamber agreements or collective agreements. When an employee's request for working hours or leave deviates from the agreed-upon rules, their proposal passes through the "filter," being assessed and potentially rejected or revised.

Employers typically scrutinize an employee's request to determine whether it complies with the established rules. In some cases, employers may refuse the request if they believe it would not be in the best interest of the company or team. Employees who successfully navigate the cooperation filter may be granted the flexibility or time off they need.
