Kammarrätter

Kammarrätter are a category of Swedish administrative courts. They are the intermediate appellate courts in the Swedish administrative court system, positioned between the administrative courts (förvaltningsrätter) at the lower level and the Supreme Administrative Court (Högsta förvaltningsdomstolen) at the highest level. There are four kammarrätter located in Stockholm, Göteborg, Sundsvall, and Jönköping, each serving specific geographical regions of Sweden.

These courts handle appeals from decisions made by the administrative courts. Their jurisdiction covers a wide range of administrative law matters, including tax law, social insurance, public procurement, and decisions concerning municipalities and county councils. The primary role of a kammarrätt is to review the legality and, in some cases, the appropriateness of the lower court's decisions. They can uphold, overturn, or amend the original ruling.

Cases are typically heard by a panel of judges, often including a legally trained judge and lay judges. The proceedings can involve written submissions and, in some instances, oral hearings. While the kammarrätter are the final appellate instance for many types of cases, certain decisions can be further appealed to the Supreme Administrative Court, but this requires leave to appeal. The work of the kammarrätter is crucial for ensuring consistent application of administrative law across the country.
