In Finland, the primary legislation governing personal data is the General Data Protection Regulation (GDPR), which is an EU regulation directly applicable in all member states, and the national Data Protection Act.

These regulations define what constitutes personal data, which includes any information relating to an identified or identifiable natural person. This can range from names and addresses to online identifiers and genetic or biometric data. The regulations outline the principles that must be followed when processing personal data, such as lawfulness, fairness, transparency, purpose limitation, data minimization, accuracy, storage limitation, and integrity and confidentiality.

Organizations that process personal data have specific obligations, including obtaining consent or having another legal basis for processing, informing individuals about how their data is used, and implementing appropriate security measures. Individuals have rights regarding their personal data, such as the right to access, rectify, erase, and restrict the processing of their information, as well as the right to data portability and to object to certain types of processing. Supervisory authorities, such as the Office of the Data Protection Ombudsman in Finland, are responsible for enforcing these regulations and can impose penalties for non-compliance.
