Helsevern

Helsevern, or health protection, is a domain of public health focused on safeguarding the population's health through preventive measures, surveillance, and health-promoting activities. It encompasses efforts to prevent illness, detect and respond to health threats, and create conditions that support healthy living. Key areas include disease prevention and control, environmental health, food safety and water quality, occupational health, and vaccination programs, as well as emergency preparedness and response to health crises.

In Norway, helsevern is organized across government levels and agencies. The central government sets policy and coordinates nationwide initiatives through agencies such as the Directorate of Health and the Norwegian Institute of Public Health (Folkehelseinstituttet). Municipalities are responsible for local public health work, including immunization services, health promotion in schools, and surveillance of community health. Counties have roles related to regional health services and some preventive programs. The legal framework is provided by public health legislation, such as the Public Health Act, which guides how municipalities and other authorities implement measures to protect and promote health.

The concept is distinct from individual medical care or hospital services; it aims to reduce risk factors, monitor health indicators, and prepare for health emergencies that could affect many people. Public health protection is an ongoing process that adapts to new threats, such as infectious disease outbreaks, environmental hazards, and lifestyle-related health risks.
