Eulainsäätämisestä refers to the process of establishing and implementing European Union legislation. The European Commission typically initiates the legislative process by proposing new laws. These proposals are based on the EU's founding treaties and are intended to achieve specific policy objectives, such as harmonizing market rules, protecting the environment, or ensuring consumer safety. Once a proposal is made, it is sent to the European Parliament and the Council of the European Union for consideration.

The European Parliament, representing the citizens of the EU, and the Council, representing the governments of the member states, then review and amend the proposal. They usually adopt laws jointly through a process known as the ordinary legislative procedure. This involves a series of readings and negotiations between the two institutions to reach an agreement on the final text of the legislation.

After a legislative act has been adopted, it is published in the Official Journal of the European Union and enters into force. Member states are then obliged to transpose the directive into their national law or directly apply the regulation, ensuring its consistent application across the Union. The effective implementation and enforcement of EU legislation are crucial for the proper functioning of the single market and the achievement of the EU's broader policy goals.
