COP3
The third Conference of the Parties (COP3) to the United Nations Framework Convention on Climate Change (UNFCCC) was held in Kyoto, Japan, from December 1-11, 1997. This conference is historically significant for its adoption of the Kyoto Protocol. The primary objective of COP3 was to establish binding emission reduction targets for developed countries. After intense negotiations, the Kyoto Protocol was agreed upon. It committed industrialized nations to reducing their greenhouse gas emissions by an average of 5.2% below 1990 levels during the first commitment period, which ran from 2008 to 2012. The protocol also introduced flexible mechanisms, such as emissions trading, joint implementation, and the clean development mechanism, to help countries meet their targets cost-effectively. The adoption of the Kyoto Protocol marked a crucial step in the international effort to address climate change, though its ratification and implementation faced significant challenges in the years that followed.
