Asumisoikeusjärjestelmässä, often translated as the right-of-occupancy system, is a housing model primarily found in Finland. It aims to provide an alternative to both renting and outright home ownership. Under this system, individuals acquire a right of occupancy for an apartment by paying a one-time, interest-free right-of-occupancy payment. This payment is a significant portion of the apartment's construction cost but is not considered ownership of the property itself.

The right-of-occupancy holder then pays a monthly housing fee. This fee covers the maintenance and operating costs of the building, as well as a return on investment for the developer or housing company that owns the property. The housing fee is typically lower than market rent for comparable properties.

Key features include the right to live in the apartment indefinitely, provided the monthly fees are paid. It also allows the holder to sell their right of occupancy to another person, with the price being regulated. The initial right-of-occupancy payment is returned to the seller, minus any deductions for depreciation or outstanding fees.

This system offers a degree of stability and affordability, combining aspects of both renting and owning. It is particularly popular among those who may not have the substantial capital for a down payment on a traditional mortgage but desire more permanence than renting typically provides. The Finnish Ministry of the Environment oversees the legislation governing these housing arrangements.
