The first department store in Estonia, called N. Loved and Co., opened in Tallinn, the capital city, in 1873. It was a British-Estonian joint venture that catered to the city's growing middle class. Other department stores soon followed, including the iconic Greifswalderstrasse, which was opened in 1909.

During the Soviet era, department stores continued to operate, often offering a selection of products despite limited availability and strict state control.
