Ulosottotöimenpide, often referred to as enforcement action, is a legal process in Finland used to enforce payment of debts. When a creditor cannot collect a debt voluntarily from a debtor, they can initiate enforcement proceedings through the Enforcement Office (ulosottovirasto). This process aims to ensure that debts are paid and that creditors have a means to recover their money.

The initiation of an ulosottotöimenpide typically begins with the creditor filing an application for enforcement. This application must include details about the debt, the debtor, and the creditor. Once the application is processed and deemed valid, the Enforcement Office will usually notify the debtor of the outstanding debt and the intention to commence enforcement measures. The debtor is often given an opportunity to pay the debt voluntarily or to reach a payment arrangement.

If the debtor fails to settle the debt, the Enforcement Office can proceed with various enforcement measures. These can include wage garnishment, where a portion of the debtor's salary is directly paid to the creditor. Other measures include seizing and selling the debtor's movable property, such as vehicles or bank accounts, or even immovable property like real estate. The specific measures taken depend on the nature and amount of the debt, as well as the debtor's assets. The goal is to collect enough funds to satisfy the debt owed to the creditor.
