Patarei, also known as Patarei Sea Fortress and Prison, is a waterfront fortress and former prison complex on the northern coast of Tallinn, Estonia, located along the Baltic Sea in the Kalamaja district. It is one of the city’s most recognizable historic sites and a symbol of the region’s layered 19th and 20th century history.

Historically, Patarei was constructed in the 1830s and 1840s as part of the Russian Empire’s coastal defense system for Tallinn. The fortress and its batteries were designed to protect the harbor and adjacent waters. After Estonia gained independence in 1918, the site was repurposed as a prison in 1919, becoming known as Patarei Prison. Under Soviet administration, it continued to operate as a penal facility until the early 2000s, housing a range of detainees, including political prisoners. The prison closed in 2002, and the complex promptly fell into a state of decay.

Architecture and layout of Patarei reflect its dual life as a military fortress and a prison. The site includes thick stone fortifications, casemates and artillery emplacements from the 19th century, along with the large brutalist-inspired prison buildings added in the 20th century. A notable feature is the former seaplane hangar, part of the broader coastal defense complex, which now stands as a stark reminder of the site’s multifaceted use.

Today, the Patarei complex is largely abandoned and in a state of decay, yet it remains a protected cultural monument. It attracts visitors through occasional guided tours and remains a focal point for discussions about preservation, memory of repression, and potential redevelopment, while also drawing interest from urban explorers and photographers.
