Opptjeningsgrunnlag is a Norwegian term that translates literally to “earning basis” or “earnings base” and refers to the taxable income upon which social security contributions and pension entitlements are calculated. The concept is central to the Norwegian pension system, including the old-age pension (pension for age), disability pension, and survivor’s pension. For each calendar year, an individual’s opptjeningsgrunnlag is derived from the gross wages, salary, bonuses, and other income that are subject to tax. It excludes certain deductions such as employer pension contributions that are not considered part of the individual’s taxable income for this calculation.

The Norwegian Tax Administration (Skatteetaten) calculates the opptjeningsgrunnlag and forwards it to the Norwegian Labour and Welfare Administration (NAV). NAV uses the figure to compute the Prime Pension (grunnpensjon) and the Accumulation Pension (ytelseslønn). For the Accumulation Pension, a percentage of the opptjeningsgrunnlag is deducted as a contribution to a pension fund; the remainder is subject to an 8% tax deduction, which reduces the taxable amount further. The calculated base also determines eligibility limits for certain benefits and the maximum pension payment.
