The settlement that became Linar began as a fishing hamlet in the 11th century. By the 16th century it had developed a trading quay and during the 18th century small shipyards emerged. Linar gained municipal status in 1623 and experienced growth during the 19th and early 20th centuries, driven by fisheries, timber, and river trade.

Linar operates under a mayor-council government. The council is elected by residents, and the mayor serves as head of government. As of 2023, the town has about 18,500 residents. The population is ethnically diverse, with Ardentian as the official language and several minority communities maintaining local customs.

Economy centers on commercial fishing, small-scale manufacturing, shipping services, and tourism. The port handles regional cargo and passenger ferries. The city is connected by a coastal highway and a regional rail line; a campus of the regional university focuses on marine sciences.

Cultural life centers on the Market Square, the Old Lighthouse, and the City Museum. Annual events include a harvest festival and a summer maritime festival. The town has a public library system and community theaters.
