Etymology: The term kuulemine derives from the verb kuulama (to hear) with the noun-forming suffix -mine.

Contexts: It is used in administrative decisions by central or local authorities—such as licensing, zoning, social benefits, and environmental permits—as well as in court-administrative procedures. It can also appear as part of public consultation or environmental impact assessment processes, where affected parties have the right to present information and objections.

Procedure: The party is notified and given reasonable time to prepare. They may submit evidence, present witnesses or oral statements, and be represented by counsel. A record of the hearing is kept, and a decision with reasons is issued afterward. Written submissions may accompany or replace oral parts in some cases.
