Kommnalstämmor, a Swedish term that roughly translates to "municipal assemblies" or "local gatherings," refers to historical forms of local self-governance in Sweden. These assemblies were crucial for decision-making and administration at the parish or village level, preceding the modern municipal system. Their precise nature and functions varied over time and by region.

Generally, kommunalstämmor were gatherings of the freeholders and, in some cases, other significant residents of a local area, such as a parish or a hundred (härad). They were responsible for a range of local matters, including the maintenance of public infrastructure like roads and bridges, the management of common lands, the distribution of taxes, and the administration of local justice. The decisions made at these assemblies were binding for the community.

The concept of kommunalstämmor reflects a long tradition of grassroots democracy and local responsibility in Swedish society. As the Swedish state evolved, these informal assemblies gradually gave way to more formalized administrative structures. The Municipal Act of 1862 (kommunallagen) marked a significant shift, establishing elected municipal councils and boards that replaced many of the functions previously handled by the traditional kommunalstämmor, ushering in the modern municipal system.
