Effektaftaler, or effektaftaler (outcome-based agreements), are a form of contract or governance instrument used primarily in Nordic public administration and in some corporate or nonprofit partnerships. The central idea is to commit to a pre-defined set of effects or outcomes and to link the realization of those effects to funding, support, or other incentives. Unlike traditional contracts that specify activities or inputs, effektaftaler focus on results and the conditions under which they are deemed achieved. The agreements typically outline the parties involved, the subject area, the baseline situation, the desired effects, and the indicators that will be used to verify progress. They also describe the data sources, reporting cadence, and the process for measurement and attribution, as well as the consequences if targets are met, missed, or revised. Risk sharing, adjustments, and renewal or termination terms are common.
