Effektaftaler, or effektaftaler (outcome-based agreements), are a form of contract or governance instrument used primarily in Nordic public administration and in some corporate or nonprofit partnerships. The central idea is to commit to a pre-defined set of effects or outcomes and to link the realization of those effects to funding, support, or other incentives. Unlike traditional contracts that specify activities or inputs, effektaftaler focus on results and the conditions under which they are deemed achieved. The agreements typically outline the parties involved, the subject area, the baseline situation, the desired effects, and the indicators that will be used to verify progress. They also describe the data sources, reporting cadence, and the process for measurement and attribution, as well as the consequences if targets are met, missed, or revised. Risk sharing, adjustments, and renewal or termination terms are common.

Effektaftaler are used to drive performance in areas such as public reform, social services, education, health care, energy efficiency, and environmental programs, with both public bodies and funded partners pursuing agreed results. Proponents argue that they increase accountability, align incentives with public goals, and enable flexible implementation. Critics caution that the choice and measurement of effects can be difficult, risk-driven metrics may encourage gaming or neglect important non-measured aspects, and attribution can be hard when multiple actors influence outcomes. Successful effektaftaler typically require credible baselines, robust data systems, independent evaluation, stakeholder involvement, and a design that balances ambition with realism.
