Reurbanization

Reurbanization is the process by which urban cores and inner-city neighborhoods regain population and economic activity after periods of decline, deindustrialization, or outward suburbanization. It typically involves renewed housing construction, mixed-use development, and investment in downtown amenities, culture, and infrastructure. Reurbanization is distinct from general urbanization (the growth of cities) and from suburbanization (population and activity moving to outlying areas).

Causes and mechanisms include economic shifts toward services and knowledge-based industries that concentrate employment in city centers, improvements in safety and quality of life, and better access to transportation and amenities. Public policy and planning tools such as upzoning or density incentives, tax incentives, brownfield remediation, and transit-oriented development near rail or rapid transit can expand housing supply and attract residents and businesses to inner-city areas.

Impacts are diverse. Reurbanization can reduce vacancy, revive local retail and culture, and stabilize tax bases, but it can also raise rents and property values and contribute to displacement or gentrification if housing supply and protections for existing residents are insufficient. Successful reurbanization often requires inclusive planning, affordable housing, and investment in social services.

Regional patterns vary. In many Western cities since the late 20th century, reurbanization has been a major trend, while some cities in Asia and Latin America have pursued similar dynamics at different scales and timelines. Analysts describe reurbanization as part of broader urban transformation shaped by economics, policy, and social equity considerations.
