Policy formulation involves the development of alternative solutions to address identified problems. Decision-making is the stage where a specific policy is chosen from the available alternatives. Policy implementation is the execution of the chosen policy by relevant administrative bodies. Finally, policy evaluation assesses the effectiveness and impact of the implemented policy, which can then lead to its modification or termination, or influence future agenda setting.

Understanding policy systems is crucial for analyzing how societies address challenges and make collective decisions. Different theoretical approaches, such as institutionalism, pluralism, and rational choice theory, offer varying perspectives on the dynamics within these systems. The effectiveness and fairness of policy outcomes are often directly linked to the functioning and characteristics of the underlying policy system.
