Pakkotäytäntöönpanomenettelystä refers to the legal process of enforcing a debt or an obligation through coercive measures in Finland. This procedure is governed by the Enforcement Code (ulosottolaki). The primary purpose of this legal framework is to ensure that creditors can recover debts when a debtor fails to voluntarily fulfill their obligations. The process is initiated by a creditor who obtains an enforcement order, usually a court judgment or a payment order.

Once an enforcement order is granted, a bailiff (ulosottomies) from the enforcement authority (ulosottoviranomainen) is responsible for carrying out the enforcement actions. The bailiff acts impartially, serving the interests of both the creditor and the debtor by ensuring the process is conducted according to the law. Common enforcement measures include garnishment of wages or bank accounts, seizure and sale of movable property such as vehicles, and in some cases, seizure and sale of immovable property like real estate.

The enforcement process aims to satisfy the creditor's claim by liquidating the debtor's assets. There are specific rules and procedures that the bailiff must follow, including notifying the debtor of the enforcement proceedings and providing opportunities for the debtor to present their case. The Enforcement Code also includes provisions for protecting certain essential assets of the debtor from seizure to ensure their basic living needs are met. The ultimate goal is to provide a legal mechanism for enforcing financial obligations and judgments.
