It is not a fixed institution; the exact form and standing depend on the jurisdiction. Typical functions include supervisory oversight to ensure uniform application of laws, issuing general directives and policy guidelines, approving or reviewing decisions of subordinate authorities, handling complaints or appeals if provided by law, and sometimes imposing sanctions or reversing decisions.

In many systems, lower-level authorities perform day-to-day tasks, while the Oberbehörde provides policy direction, interpretation of law, and ensures consistency across regions or sectors.
