Miinimumhind

Miinimumhind is an Estonian term meaning “minimum price.” It refers to a legally mandated floor price set by a government or regulatory authority for a specific good or service. As a policy instrument, it establishes the lowest price at which the good may be sold or offered in a market, with the aim of protecting producer incomes, stabilizing markets, or ensuring minimum quality standards.

Typically implemented as a price floor, miinimumhind is enforced through regulatory measures such as penalties for undercutting the floor, licensing requirements, or procurement programs. In some cases the state may buy up excess supply or provide subsidies to sellers to manage surpluses and maintain market operations.

The economic effects depend on where the floor is set relative to the market-clearing price. If the floor is set above equilibrium, it can create surpluses, distort trade, raise consumer prices, and increase fiscal costs for subsidies or purchase schemes. If set too low, it may have little effect. Effective design and context are critical; poorly implemented minimum prices can misallocate resources and reduce efficiency, while well-targeted ones can provide income stability for producers during price volatility.
