Lotteritilsynet

Lotteritilsynet, or the Norwegian Gaming Authority, is a government agency in Norway responsible for supervising lotteries, games of chance, and gambling activities. It operates under the Ministry of Culture and Equality and acts as the regulator and supervisory authority for the sector.

Its mandate includes licensing and supervision of gambling operators, including those offering online and land-based games not reserved for the state-owned Norsk Tipping and Norsk Rikstoto. It ensures compliance with the Gambling Act and related regulations, monitoring advertising, consumer protection, and responsible gambling.

The agency is responsible for anti-money laundering and counter-terrorist financing measures in gambling activities, ensuring due diligence by licensees and reporting suspicious transactions.

Enforcement activities include conducting inspections, audits, and investigations; it can issue warnings, fines, or revoke licenses, and may block or restrict activities in case of violations.

Organization and reporting involves issuing guidelines, collecting statistics, and publishing annual reports. Lotteritilsynet cooperates with other authorities, including the tax administration and law enforcement, and participates in international regulatory cooperation with the EU/EEA to harmonize standards and share information.
