The primary goal of these plants is to protect public health and aquatic ecosystems by reducing the level of pollutants such as organic matter, suspended solids, pathogens, nutrients, and toxic chemicals.

The treatment process typically involves several stages. Preliminary treatment removes large debris like rags, grit, and sand through screens and grit chambers. Primary treatment involves sedimentation, where heavier solids settle to the bottom as sludge and lighter materials float to the surface. Secondary treatment uses biological processes, often employing microorganisms to break down dissolved organic matter. This can involve activated sludge systems, trickling filters, or rotating biological contactors. Tertiary treatment, also known as advanced treatment, is employed when higher effluent quality is required. This stage can include filtration, nutrient removal (nitrogen and phosphorus), disinfection (using chlorine, UV light, or ozone), and the removal of specific micropollutants.

Sludge generated during the treatment process is also treated, often through digestion, dewatering, and stabilization, before being disposed of or reused, for instance, as fertilizer or for energy generation.
