Biståndsbedömningen

Biståndsbedömningen refers to the assessment process conducted by Swedish municipalities to determine an individual's eligibility for social assistance, also known as bistånd. This is governed by the Social Services Act (Socialtjänstlagen). The core principle is that individuals who cannot support themselves or their families through work or other means are entitled to financial assistance.

The assessment involves a thorough examination of the applicant's financial situation, including income, assets, and expenses. It also considers the individual's efforts to find employment or improve their economic standing. The municipality must investigate whether the applicant has exhausted all other possibilities for support, such as by claiming unemployment benefits, pensions, or other forms of public aid.

Factors such as housing costs, living expenses, and any special needs are taken into account. The aim is to provide a level of support that allows the individual to maintain a reasonable standard of living. However, the assistance provided is typically limited to what is necessary and is not intended to be a permanent solution. Applicants are expected to actively participate in efforts to become self-sufficient.

The decision regarding bistånd is made by the social services committee (socialnämnden) or by officials delegated this authority. Applicants have the right to appeal decisions they disagree with through the administrative court system. The entire process is designed to be individualized, with each case assessed on its unique circumstances.
