This often occurred during times of scarcity, famine, or military mobilization. The rationale behind this practice was to ensure the stability of the state and the well-being of its citizens by preventing widespread hunger and its associated social unrest.

The mechanisms of államadagkészítés varied. It could involve state-controlled granaries, the requisitioning of produce from farmers, or the direct purchase of food from external sources. The distribution system might have been centralized, with food allocated to specific regions or groups, or more decentralized, relying on local authorities.
