Avløpsgebyr is a fee charged by municipalities in Norway for the use of the public sewer system. The term literally means “sewer charge” and it covers the costs of building, operating, and maintaining the network that removes wastewater from homes and businesses.

The charge is usually assessed as a lump‑sum amount added to a household’s electricity or water bill, but in some municipalities it is calculated based on the water volume consumed or the size of the property. The revenue generated is earmarked for infrastructure investments, such as upgrades to treatment plants, pipe replacement, and environmental monitoring.

Legislation governing avløpsgebyr is contained in the Norwegian Water Resources and Energy Directorate (NVE) regulations and in individual municipal budgets. Rates are set annually and must be approved by the municipal council. Exemptions exist for certain low‑usage dwellings, old properties that use a septic tank, or for residents who qualify for discount schemes.

Payment is typically due at the same time as the related utility bills; late payments may incur interest. Municipalities provide notice of rate changes and offer information on how charges are calculated. Regular audits ensure that the revenue collected meets the required capital and operating budgets for the sewer system.
