Aloitteen

Aloite is a Finnish noun meaning an initiative or proposal aimed at starting a process or prompting a decision. The form aloitteen is the genitive singular, used to mean “of the initiative” or “the initiative’s.” The term is widely used in political, administrative, and organizational contexts in Finland.

An aloite is typically submitted to a decision‑making body by an individual, a group, a political party, a ministry, or a municipal authority in order to initiate action, draft a measure, or begin a procedure. The requirements for an aloite—such as the form, justification, and any accompanying information—vary according to the rules of the receiving body and the nature of the decision being sought. In Finland, kansalaisaloite is a specific form of aloite that allows citizens to submit a proposal to Parliament. Such a citizen-initiated proposition requires meeting a defined threshold of support and timeframe prescribed by law; once submitted, the legislature is obliged to address the proposal under the applicable procedures. Kansalaisaloitteet illustrate how an aloite can originate outside formal government channels and still enter the policy-making process.
