Verblijfsvergunningen, or residence permits, are official authorizations issued by the Dutch government that allow a non‑Dutch or non‑EU citizen to reside in the Netherlands for a fixed period or indefinitely. They are issued by the Immigration and Naturalisation Service (IND) on behalf of the Ministry of Justice and Security. The permits determine where and how long a person may stay, and whether they may work or study.

Most residence permits are categorized as ver blijfsvergunning regulier (regular temporary permits) issued for specific purposes such as work, study, or family reunification. A permit may be valid for a limited period and can often be extended. In some cases, after meeting conditions or after five years of lawful residence, a permit may become permanent (verblijfsvergunning voor onbepaalde tijd). Separate permissions exist for asylum or humanitarian reasons (asielvergunning), which follow their own procedures and criteria.

Application for a residence permit can be made from outside the Netherlands or from within the country, through the IND. Common requirements include a valid passport, birth certificate, proof of sufficient means of support, housing arrangements, health insurance, and a demonstrable purpose for stay (e.g., employment, study, or family ties). Beneficiaries may need sponsorship from an employer, educational institution, or family member. Biometric data and fees are typically collected, and processing times vary. Additional conditions may apply, such as language or integration requirements.

Rights and duties accompany a valid permit. Depending on the type, holders may have the right to reside, work, study, and access Dutch services such as healthcare. Permit holders must register with the local municipality, report changes of address, and comply with any conditions attached to the permit. Permits can be renewed or extended before expiration, and denial or withdrawal can be subject to appeal or legal review.

Pathways to permanence or citizenship exist for eligible applicants. After a period of lawful residence, some categories may qualify for permanent residence, and later for naturalisation to obtain Dutch citizenship, subject to applicable criteria.
