Gesundheitssystem, or health system, refers to the collective network of institutions, organizations, policies, and resources that aim to protect and improve population health. It encompasses the financing, delivery, and governance of health care services, as well as public health programs and social determinants of health.

Core components typically include financing arrangements (public or private insurance, tax-based funding), service delivery (primary, secondary, and tertiary care), a workforce of health professionals, information systems, and governance structures that regulate and coordinate care.

Health systems pursue universal access, equity, quality, and efficiency. Performance is assessed through indicators such as coverage, timeliness of care, outcomes, patient satisfaction, and costs.

Models vary widely: some countries rely on universal health coverage funded by taxation or compulsory insurance, with a mixed private sector; others mix public and private payers. International frameworks emphasize essential components such as financing, workforce, information, medicines and technologies, service delivery, and governance.

Common challenges include aging populations, rising chronic disease burden, cost containment, inequities in access, workforce shortages, and the need for digital health adoption and data protection. Reforms often focus on strengthening primary care, improving integration across providers, and expanding health information systems.

In Germany, statutory health insurance (Gesetzliche Krankenversicherung) funds care through sickness funds and ensures broad coverage while enabling a high level of choice for patients.
